About Philip

Philip draws on nearly 20 years of experience in product safety, consumer law and regulatory compliance – including more than a decade in federal government enforcement – to help innovative companies navigate complex regulatory challenges and high-stakes disputes. He focuses on global product compliance and litigation, advising clients on product safety and recalls, children's product safety (CPSIA), right to repair (RTR), extended producer responsibility (EPR), AI-enabled consumer products, robotics and autonomous systems, and Coast Guard–regulated products. Philip also counsels clients on Federal Trade Commission (FTC) Act Section 5 unfairness and deception exposure, responses to Civil Investigative Demands and FTC investigations, and state consumer protection statutes. He provides practical, business-minded guidance on compliance risks, enforcement exposure and litigation strategy.

At the US Consumer Product Safety Commission (CPSC), Philip led investigations and enforcement actions resulting in high-profile recalls involving tens of millions of products and multimillion-dollar civil penalties for alleged reporting violations. He guided defect investigations involving design, manufacturing, instruction and warning issues, and advanced enforcement in matters involving infant sleep products, furniture stability, home elevators, smartphones, micromobility devices and major appliances – often under intense public scrutiny. His contributions were recognized with the CPSC Meritorious Service Award.

At the FTC, Philip litigated enforcement actions and oversaw compliance monitoring of federal court and administrative orders across the spectrum of consumer protection law. His work spanned advertising, health and product performance claims, endorsements and influencer marketing, financial services, online and negative option marketing, telemarketing, privacy and data security, and fraud. He received the FTC’s Janet D. Steiger Award for his contributions.

Earlier in his career, Philip defended manufacturers in mass tort and product liability litigation at a national law firm, trying multiweek jury cases, managing complex discovery and motion practice, and preparing company executives and expert witnesses on scientific and technical issues for depositions and trial. He is a member of ISO/TC 299 (Robotics), participating in the work of the committee on international robotics safety standards and is a certified information privacy professional/United States (CIPP/US).
