    Cooley Argues for Transgender Student Athletes Before US Supreme Court

    January 13, 2026

    Cooley appeared before the Supreme Court of the United States as it heard oral arguments in West Virginia v. BPJ and Little v. Hecox, two cases challenging laws that categorically bar transgender girls and women from participating on girls’ and women’s school sports teams. Cooley partner Kathleen Hartnett presented argument for Lindsay Hecox, a transgender woman who challenged an Idaho law barring all transgender girls and women from participating on girls’ and women’s school sports teams. Hartnett led the Cooley team, which includes partners Raymond Tolentino and Ephraim McDowell, special counsel Joshua Revesz and Patrick Hayden, and associates Katelyn Kang, Elias Kim, Valeria Pelet del Toro, Elizabeth Reinhardt, Zoë Helstrom and Celene Chen.

    Cooley Challenges New Federal Execution Regulations

    Cooley has filed a complaint on behalf of the Federal Capital Habeas Project and four inmates who have been sentenced to death seeking an immediate stay of new US Department of Justice regulations that govern the manner of federal executions and unlawfully eliminate critical safeguards restricting how the federal government executes individuals. The lawsuit asserts that, by providing new and wide-ranging powers to the US attorney general, the final rule violates the US Constitution, the Federal Death Penalty Act and the Administrative Procedure Act in multiple respects. Lawyers Elizabeth Prelogar, Elizabeth Wright, Elias Kim, Colin Scott and Jenny Elkin lead the Cooley effort.
