About Shannon
Shannon helps clients in the education sector innovate while navigating complex regulatory issues. Her work ranges from advising early-stage edtech companies to assisting established colleges and universities. She regularly counsels clients on matters involving student’s and children’s data, including providing general advice on compliance with related laws, drafting and negotiating commercial agreements for edtech companies in schools, and advising clients on the use of artificial intelligence in schools. Her practice also involves issues such as state authorization, accreditation and federal student aid as well as compliance with Title IX. Additionally, Shannon handles matters involving school approval to participate in the US Student and Exchange Visitor Program and in US Department of Veterans Affairs funding, including representing institutions in administrative proceedings before regulatory agencies.
Before joining Cooley, Shannon clerked for Chief Judge Mark S. Davis of the US District Court for the Eastern District of Virginia. During law school, Shannon worked in her school’s Education Rights Clinic, helping K-12 students obtain an appropriate education under the US Individuals with Disabilities Education Act and Section 504 of the Rehabilitation Act. She also served as the student representative on her law school’s admissions committee and as executive editor of the University of Richmond Law Review.
