About Connie
Connie is an experienced litigator, appellate advocate and strategic advisor. As an associate in Cooley’s Supreme Court and appellate practice group, she represents clients in high-stakes litigation, with a particular focus on appellate and US Supreme Court matters. Connie previously served as a Bristow Fellow in the Office of the Solicitor General at the US Department of Justice. In that role, she assisted with briefing and argument preparation for more than a dozen cases before the Supreme Court, advised the Solicitor General on whether to authorize government appeals, and successfully briefed and argued cases in the US Court of Appeals for the Ninth Circuit.
In private practice, Connie has authored briefs filed in the Supreme Court and both federal and state courts of appeals, as well as critical dispositive motions in federal district courts. She has also advised clients on strategic decisions throughout all stages of litigation and in proceedings before administrative agencies. Connie has particular experience in complex questions of constitutional law, statutory interpretation and administrative law, but her litigation, advocacy and advising skills cut across industries and subject matters – with her clients ranging from major tech companies to sovereign countries.
Connie clerked for Justice Anthony Kennedy and Justice Brett Kavanaugh of the Supreme Court, as well as Judge Patricia A. Millett of the US Court of Appeals for the DC Circuit and Judge Paul A. Watford of the US Court of Appeals for the Ninth Circuit. She graduated from Stanford Law School, where she was awarded prizes for best oral advocate and best overall team in the Kirkwood Moot Court Competition and was named a Kirkland & Ellis Scholar as the highest-performing student in her first-year section. She also served as a senior editor on the Stanford Law Review and participated in the Stanford Supreme Court Litigation Clinic. Before law school, Connie attended Yale University, where she was awarded the Arthur Twining Hadley Prize as the top-performing member of her undergraduate class in the social sciences. She graduated summa cum laude, with distinction in both psychology and political science.
