Cooley Expands Tech Regulatory and Defense Practice
Washington, DC – November 3, 2025 – Janet Kim and Sean Quinn have joined Cooley as partners in the firm’s global litigation department in Washington, DC. Their practices focus on online safety and artificial intelligence (AI) regulatory defense for global technology companies, especially in the European Union and UK, where this practice is burgeoning.

Kim and Quinn also have substantial experience defending online safety and AI investigations by government agencies in the UK, EU and US, and Quinn is recognized as one of Chambers & Partners’ 20 Global Market Leaders for AI.

In addition to experience in private practice, earlier in her career, Kim served as associate counsel in the White House Counsel’s Office and chief counsel for investigations for the House Committee on Oversight and Reform. Quinn was formerly an investigative counsel for the US House of Representatives.
