About Simon

Simon counsels emerging and high-growth companies on matters throughout their life cycle, including formation, corporate governance, venture financings and mergers and acquisitions. He has a particular interest in digital health and life sciences companies.

Before joining Cooley, Simon helped establish the Prescription Drug Affordability Board at the Washington State Health Care Authority – drafting the regulations that govern the board’s work and analyzing the economic impact of payment caps on pharmaceutical markets. Before graduating from law school, he spent three years on Mercer’s Innovation LABS team, working directly with startups building new products in digital health, as well as providing health innovation consulting to Fortune 500 employers.

Simon was a Gregoire Fellow at law school and served as an editor for the Kennedy School Student Policy Review while studying for his Master’s.

In his free time, Simon loves to read and write, travel and explore the natural beauty of the Pacific Northwest. Simon also serves on the board of the Queen Anne Helpline and volunteers with low-income seniors through Catholic Community Services.
