Sebastien represents emerging and high-growth technology companies and the venture capital funds that invest in them. He advises clients across the company life cycle on general corporate matters, venture capital financings, restructurings and M&A transactions, drawing on his business and legal background to guide them through critical strategic moments.
Before joining Cooley, Sebastien served as a legislative assistant to US Senator Mark R. Warner, advising on economic policy issues related to the future of work, stakeholder capitalism, and expanding access to capital for startups and small businesses. In that role, he helped advance a historic $12 billion federal investment in community development financial institutions and supported the formation of the Economic Opportunity Coalition, a public-private partnership now housed at the Rockefeller Foundation and affiliated with the bipartisan Senate Community Development Finance Caucus. Following his work in Washington, DC, Sebastien worked closely with fintech startups and venture capital firms.
