About Sam

Sam strategically advises companies across the full suite of privacy, security and data issues. He works with clients across a range of industries to navigate the complex terrain of US and international privacy laws, create robust global privacy compliance programs, negotiate privacy terms in vendor contracts, develop international data transfer strategies, and prepare for and respond to cybersecurity incidents.

Sam also advises businesses on legal issues related to advanced technologies, such as artificial intelligence and machine learning, biometrics and smart devices. He holds multiple International Association of Privacy Professionals (IAPP) certifications, including Certified Information Privacy Professional (CIPP)/US, CIPP/Europe, CIPP/Canada, CIPP/Asia and Certified Information Privacy Manager (CIPM).

Before joining Cooley, Sam worked in the privacy and cybersecurity practice at an international law firm. He also undertook secondments with the privacy office of a multibillion-dollar luxury retailer and the privacy commercial contracting team of a top five Big Tech company.

During law school, Sam worked with the Stanford Center for Internet and Society and Penn Law’s Center for Technology, Innovation & Competition. He also interned at the privacy office of Shell Oil and at one of Ireland’s leading law firms.
