Richard Koch

Richard is an internet and technology lawyer with a practice spanning product and regulatory counseling, litigation and appeals, transactions, and government investigations. He helps established and emerging companies navigate legal risk across the lifecycle of their businesses, advising on artificial intelligence, data privacy and cybersecurity, platform regulation and online safety, and consumer protection issues.

His practice includes counseling clients on product development, regulatory and litigation risks, and compliance strategy, as well as defending companies in class actions and government investigations before the Federal Trade Commission (FTC), state attorneys general and Congress. Richard also advises on constitutional issues and appellate matters, trust and safety issues, data breach response, and commercial agreements and corporate transactions, including M&A, public offerings and private financings.

Before joining Cooley, Richard advised the Colorado Attorney General’s Office on rulemaking under the Colorado Privacy Act, worked on the privacy team at Workday and spent four years running his own landscaping company.
