About Phoebe
Phoebe advises high-growth emerging technology and life sciences companies on a broad range of strategic corporate transactions. Her corporate practice spans the full business life cycle, from formation and early-stage structuring to complex mergers, acquisitions and exit strategies. She brings extensive experience in corporate governance, spinoffs, venture financings and commercial transactions, helping clients navigate pivotal moments with clarity, creativity and confidence. In addition to her company-side work, Phoebe also works with top venture capital funds in connection with their investments and ongoing portfolio company matters. Her experience representing both emerging companies and investors uniquely positions her to anticipate challenges and align strategies that drive long-term value for all stakeholders.
Phoebe is also part of Cooley’s digital health practice, where she advises startups and investors at the intersection of healthcare, technology and innovation.
She is known for her pragmatic approach, critical legal insight, collaborative mindset and commitment to helping clients scale with purpose.
Phoebe received her JD concurrently with her LLM in healthcare law from the University of Washington School of Law. During her time in law school, she served as a judicial extern to Justice Charles K. Wiggins of the Washington Supreme Court. Phoebe also externed at Seattle Children’s Hospital, the Washington State Office of the Attorney General and the Seattle City Attorney’s Office.
In addition to her practice, Phoebe serves as co-chair of the firm’s diversity and pro bono committees, as well as chair of the Cooley Inclusion Alliance in the Seattle office.
She has served on the board of directors for the Asian Bar Association of Washington since 2020 and the board of directors for the Bellevue Youth Symphony Orchestra since 2022.
