Noah represents companies and clients before government agencies and in high-stakes litigation, and conducts complex and sensitive internal investigations. He also works with companies and clients responding to congressional inquiries.
Before joining Cooley, Noah worked as a special assistant US attorney at the US Attorney’s Office for the Eastern District of Virginia, where he successfully prosecuted numerous national security and sex crime cases. Noah began his career as an honors attorney in the Office of General Counsel at the Central Intelligence Agency.
In law school, Noah clerked for the Air Force Court of Criminal Appeals and served in leadership roles on the Harvard National Security Journal. He was an active member of the Veterans Legal Clinic and was part of a team that brought two cases before the Board of Veterans’ Appeals and Court of Appeals for Veterans Claims, which led the Department of Veterans Affairs to end a marriage duration requirement that unconstitutionally excluded surviving partners of LGBTQ+ veterans – expanding benefits to potentially thousands of survivors.
Before law school, Noah worked for various political campaigns and politicians, including US House Speaker Emerita Nancy Pelosi, then-Senator Kamala Harris and former Secretary of Transportation Pete Buttigieg.
