About Nathaniel
Nate focuses his practice on the intersection of data privacy and emerging technologies. He advises innovative companies on compliance with US and international privacy regulations, as well as on strategic responses to data breaches and government investigations. He also represents clients in high-stakes disputes involving privacy and cybersecurity issues. Drawing on his rich academic and public sector experience in technology law and policy, Nate helps cutting-edge clients navigate complex and rapidly evolving regulatory landscapes. He is a Fellow of Information Privacy (FIP) recognized by the International Association of Privacy Professionals (IAPP), being a Certified Information Privacy Professional for the United States (CIPP/US) and Europe (CIPP/E) and a Certified Information Privacy Manager (CIPM). He also maintains an active pro bono practice dedicated to defending civil rights and advancing social justice.
Nate’s practice is informed by his government service. As a policy analyst in the privacy branch of the Office of Information and Regulatory Affairs (OIRA), he worked with federal agency privacy officers to ensure compliance with applicable information privacy requirements and manage privacy risk. He also contributed to government-wide policymaking efforts on agencies’ responsible use of artificial intelligence (AI). Before joining OIRA, Nate served as a Presidential Management Fellow in the Department of Health and Human Services’ Office of Science and Data Policy, where he worked on a broad range of data governance and evidence-based policymaking issues.
At law school, Nate focused his studies on emerging technology issues salient to lawmakers and regulators, including AI, fintech, and the Internet of Things. He has written extensively on privacy, cybersecurity and consumer protection challenges of smart connected devices, partnering with top scholars in the technology law and policy field. In recognition of Nate’s scholarship and passion for privacy law and policy, Georgetown Law faculty members selected him for the IAPP Westin Scholar Award in 2023.
Before joining Cooley, Nate served as a law clerk to Judge John Z. Lee of the US Court of Appeals for the Seventh Circuit. He holds a Master in Public Policy from the Harvard Kennedy School and a BS in brain and cognitive sciences from the Massachusetts Institute of Technology. His comfort with delving into scientific and technical details allows Nate to be an especially effective and thoughtful advocate in tech-related disputes.
