Jennifer Shanley

Jennifer provides health regulatory counsel to a range of industry clients, including pharmaceutical, biologic, and medical device manufacturers, digital health providers, clinical laboratories, pharmacies, health systems, hospitals, provider practice groups, skilled nursing facilities, home care agencies, health insurers, charitable foundations and companies that support or invest in the health industry.

Jennifer’s experience includes counseling clients at all development stages in the areas of federal and state fraud and abuse compliance; assisting clients in the development, implementation and evaluation of compliance programs; advising clients on the Health Insurance Portability and Accountability Act (HIPAA) and other health information privacy laws; developing business models to comply with state licensure and corporate practice regulations; representing underwriters and health industry issuers in the preparation of public filings with the US Securities and Exchange Commission; and representing clients in connection with transactional matters involving healthcare companies.

Before joining Cooley, Jennifer was in-house counsel to a major health system in Westchester County, New York.
