About Janet
Janet advises leading technology and digital media companies on platform regulation, with a focus on content liability and moderation, artificial intelligence (AI), online safety, risk mitigation and user choice. Known for her practical, solutions-driven counsel, Janet helps clients confidently navigate complex regulatory landscapes and respond effectively to inquiries and investigations.
She has deep experience guiding companies through major global regulatory reforms, including the European Union Digital Services Act (DSA), UK Online Safety Act (OSA), EU AI Act (AIA) and US state laws governing content moderation and AI. As lead global counsel for multiple digital services navigating regulatory reforms, Janet has supported clients across the full compliance life cycle – from horizon scanning and legislative advocacy to implementation, risk assessments and regulatory engagement.
Janet regularly advises on engagement with international and US regulators, including the European Commission, member state Digital Services Coordinators, Ofcom, the eSafety Commissioner, Federal Trade Commission, Federal Communications Commission, Department of Justice and congressional investigative committees. She has led internal investigations and drafted formal responses to regulatory inquiries and frequently supports clients in informal engagements and public comment processes.
Her experience also includes advising companies on internal audits and independent audits of technology platforms, where she advises on evidencing systems, data and controls; applying financial regulatory standards to tech contexts; and managing privilege and sensitive information in connection with audits.
Before entering private practice, Janet held senior roles in the federal government. She served in the White House Counsel’s Office, where she advised senior White House and executive branch officials on high-risk matters, including congressional oversight investigations. She also served as chief counsel for investigations for the House Committee on Oversight and Reform, the principal investigative committee of the House of Representatives, leading high-profile investigations across sectors such as finance, energy, national security, technology, healthcare, ethics and consumer protection. Following law school, Janet clerked for Judge John D. Tinder of the US Court of Appeals for the Seventh Circuit.
Representative matters
- Serving as cross-border lead counsel to multiple multinational technology companies in regulatory engagement and defense relating to the DSA, including on requests for information relating to systemic risk assessments (Arts. 34, 35), recommender systems (Arts. 27, 38), protection of minors (Art. 28) and user choice/dark patterns (Art. 25)*
- Advising on regulatory engagement and defense relating to parent-child corporate liability in connection with the DSA*
- Serving as cross-border lead counsel on regulatory compliance design for the DSA, OSA, AIA, the Australia Online Safety Act and US content regulations*
- Conducting internal investigations on AI and content moderation incidents*
- Defending independent audits required by the DSA and advising on internal audits of technology systems, as required by the OSA and other statutes*
- Defending online platforms in international regulatory inquiries relating to content moderation (European Commission and member state Digital Services Coordinators)*
- Defending online platforms in US federal and state regulatory inquiries about content moderation*
- Representing a company under investigation by congressional committees in relation to government contracts*
- Representing a company under investigation by multiple congressional committees related to scrutiny over the collection and use of personal location data in the wake of the Dobbs decision*
