About Erin

Erin Estevez has broad government contracts experience advising companies ranging from high-tech startups to large, established contractors on regulatory and contractual requirements for doing business with the US government. She counsels clients in the technology, cybersecurity, professional services, life sciences, intelligence, aviation, education, IT solutions, software, data analytics, telecommunications, healthcare and other sectors on intellectual property and data rights, small business and SBIR eligibility, cybersecurity requirements, obtaining security clearances and FOCI mitigation, and compliance with the FAR and agency FAR supplements. She negotiates the terms of government contracts, subcontracts and teaming agreements and represents buy- and sell-side companies in mergers, acquisitions and financings involving government contractors. She also advises companies and transactional teams in cross-border transactions on the business and national security implications of foreign investments in US businesses and represents domestic and non-US entities during reviews and investigations conducted by the Committee on Foreign Investment in the United States (CFIUS).

Erin has handled sensitive internal investigations, responses to government and regulatory inquiries regarding corporate compliance issues, mandatory disclosures, and False Claims Act litigation. Her litigation experience spans a variety of cases in state, federal district and appellate courts across the country, bid protests before the Government Accountability Office and the Court of Federal Claims and FOIA litigation, as well as alternative dispute resolution proceedings. She has substantial experience in all major stages of litigation, from pretrial through appeal. She also assists companies and individuals in responding to requests for information, documents and testimony through Civil Investigative Demands and agency Office of the Inspector General subpoenas, as well as civil and grand jury subpoenas.

In addition, Erin regularly dedicates time to pro bono matters. Among other cases, she co-chaired representation of an individual criminally prosecuted for fraud, conspiracy and conversion in relation to a Department of State grant in the Eastern District of Virginia, helped an animal rights group navigate the requirements of the Competition in Contracting Act with the Department of Agriculture and assisted a conditional permanent resident with a Violence Against Women Act petition.
