Washington Gridlock Creates a Wireless Spectrum Gap

Robert McDowell, Cooley partner and chair of the firm’s global communications practice, authored a Wall Street Journal op-ed about spectrum policy and its pivotal role in maintaining the USA’s competitive advantage in technology.

McDowell asserted the need to restore the Federal Communications Commission’s authority to auction spectrum licenses and bring more federal spectrum to market.
