Cooley Adds Former CPSC Acting General Counsel and Senior Trial Attorney to Consumer Products Practice

July 8, 2025

Washington, DC – July 8, 2025 – Asha Allam has joined Cooley’s global product compliance and East Coast business litigation group in Washington, DC, from the US Consumer Product Safety Commission (CPSC). As special counsel at Cooley, Allam will further enhance the firm’s market-leading CPSC knowledge and capabilities, greatly benefiting Cooley’s broad range of consumer products clients facing market-entrance, compliance, enforcement and litigation challenges.

Cooley’s US products regulatory practice has received Chambers USA’s highest ranking and now includes several prominent former agency leaders and litigators whose unmatched insider experience with the CPSC spans the agency’s modern era, from 2009 to 2025.

During her time at the CPSC, Allam led some of the highest-priority enforcement matters and was tapped by acting Chairman Peter Feldman to serve as acting general counsel. She also served for several years as a senior trial attorney in the CPSC’s Division of Litigation and Enforcement, within the Office of Compliance and Field Operations. Before her senior leadership roles at the CPSC, Allam practiced privately, litigating matters involving product safety, unfair competition and intellectual property infringement.

“Our team gained serious respect for Asha’s exceptional ability to navigate high-stakes and complex issues while working across the table from her when she was at the CPSC. The addition of Asha and last year’s addition of former CPSC Chairman Elliot Kaye make Cooley’s team an unquestioned leader in this space,” said Matt Howsare, chair of Cooley’s North American product safety practice and former CPSC chief of staff.

“With Asha’s deep understanding of product safety enforcement and compliance in the US and her extensive previous experience in private practice, she will undoubtedly be an invaluable resource to our clients and our team. We are thrilled to welcome her to a trans-Atlantic team that is truly unique in its ability to quickly and practically address product compliance and enforcement challenges globally,” said Elliot Kaye, Cooley partner and former CPSC chairman.

Allam’s arrival underscores the continued growth of Cooley’s industry-leading global product compliance and litigation practice, following the notable addition of Kaye in 2024. As a core component of the firm’s expansive CooleyREG offering, the multidisciplinary practice provides comprehensive, timely guidance for clients navigating the increasingly complex regulatory landscape.

“Cooley does full service differently by integrating regulatory compliance into its broader range of practices. Clients are advised on CPSC safety concerns, with thoughtful management of class action and product liability litigation risks,” said Allam. “Cooley’s strategic expansion of its regulatory platform is visionary, and I am thrilled to join this exceptional team.”

Cooley’s litigation department comprises more than 460 lawyers across the US and Europe and has emerged as a top litigation practice for tech, life sciences and other innovative companies.
