Cooley Boosts Export Controls & Economic Sanctions Practice in DC

Washington, DC – January 11, 2022 – Annie Froehlich has joined Cooley as special counsel in the firm’s export controls & economic sanctions practice in Washington, DC. Froehlich arrives from Carrier Corporation, where she served as Director and Senior Counsel for Sanctions and Export, leading the company’s Center of Excellence for Regulatory Compliance. Previously, she spent 14 years at Latham & Watkins, primarily advising clients on complex export controls and sanctions issues, including in connection with high-stakes transactional matters and internal and government investigations.

Additionally, Froehlich serves as a nonresident senior fellow for the prestigious Atlantic Council, a nonpartisan trade policy organization, where she most recently focused on US export control developments pertaining to China.

As both a private practitioner and in-house lawyer, Froehlich has developed broad and in-depth knowledge about the principal regulatory regimes in this space, including the Export Administration Regulations, the International Traffic in Arms Regulations and the various sanctions programs administered by the Office of Foreign Assets Control. She has counseled technology startups, emerging companies, and established private and public companies on the regulatory restrictions impacting their technology development and business activities. With this broad regulatory background and her business sensitivities, she works closely with clients to develop and implement bespoke, risk-based compliance programs, policies and procedures.
