Dave Fletcher is an associate in the Government Contracts practice group and a member of the Cooley Godward Kronish Litigation department. He joined the firm in 2007 and is resident in the Washington, DC office.
Mr. Fletcher counsels clients on a wide range of government contracts matters, including solicitation and contract interpretation, domestic preferences and domestic source restrictions, GSA Schedule and other commercial item contracting, contractor teaming arrangements, subcontract terms and conditions, contract terminations, and compliance. He is especially experienced in counseling clients on small business issues in federal contracting, including size certification and re-certification requirements, small business set-aside contracts, and the effect of SBA size regulations on potential mergers, acquisitions, and contractual relationships. Mr. Fletcher also has assisted with due diligence for mergers and acquisitions involving government contractors.
Mr. Fletcher has represented many clients in bid protest litigation at the U.S. Court of Federal Claims, the U.S. Government Accountability Office, and various state government agencies. He also has represented clients in size protests before the SBA and in prime contractor/subcontractor litigation in U.S. district court.
Prior to joining Cooley Godward Kronish, Mr. Fletcher was an associate at DLA Piper US LLP. He has published the following articles:

Mr. Fletcher received his J.D. cum laude from the University of Illinois in 2001 and his A.B. from the College of William and Mary in 1993. He is a member of the Virginia State Bar and the District of Columbia Bar.
