Patrick Stewart focuses his practice on helping companies and investors comply with complex national security and international trade regulatory issues. Patrick advises a wide range of clients, from high-tech startups to established private and public companies, on issues relating to the Export Administration Regulations (EAR), the International Traffic in Arms Regulations (ITAR), economic sanctions administered by the Office of Foreign Assets Control (OFAC), and the Committee on Foreign Investment in the United States (CFIUS). Patrick similarly advises global investors of all sizes on navigating regulations related to foreign investments in US businesses, representing them before CFIUS, and helping them structure transactions to minimize their exposure to, and facilitate their compliance with, national security regulations. Patrick also helps clients obtain and resolve issues related to facility security clearances (FCLs) issued by the Defense Counterintelligence and Security Agency (DCSA) and other intelligence community members, and mitigate issues related to foreign ownership, control, or influence (FOCI).
