David counsels clients at all stages of the administrative and legal process, including regulatory advising and complex issues & appeals litigation. His practice includes work in antitrust, communications, cyber/data/privacy, election law, First Amendment, intellectual property, technology, and trademark, copyright & advertising. Prior to joining Cooley, David served as a law clerk for Justices Ruth Bader Ginsburg and Stephen G. Breyer on the US Supreme Court, Chief Judge Robert A. Katzmann on the US Court of Appeals for the Second Circuit, and Judge James E. Boasberg on the US District Court for the District of Columbia.
