I help clients navigate the changing regulatory environment of higher education and advise them on avoiding regulatory pitfalls and taking advantage of continuing opportunities.

Blain Butner is a retired partner at Cooley. Formerly, he was the co-chair of Cooley's education practice group and the co-chair of the education practice group at Dow Lohnes, which merged with Cooley in 2014. Between the two firms, Blain provided advice and counsel to educational institutions for more than 37 years. He advised clients with respect to many aspects of the Title IV student financial assistance programs, including institutional eligibility matters, program review and audit resolutions, preventive legal strategies, transactional and litigation matters, and many other aspects of complying with federal and other regulatory requirements.
